Overview
Rutgers University Behavioral Health Care (UBHC), established in 1971, offers a full continuum of evidence based behavioral health and addiction services for children, adolescents, adults, and seniors throughout New Jersey. UBHC's 1,060 experienced behavioral health professionals and support staff are dedicated to treatment, prevention, and education. UBHC, one of the largest providers of behavioral health care in the country, has a budget of $260 million and has 15 sites throughout New Jersey. Services are readily accessible and include: inpatient, outpatient, partial hospitalization, screening, crisis stabilization, family/caregiver support, community outreach and case management, supportive housing, supported employment, prevention and consultation, employee assistance programs, and a licensed therapeutic school from preschool through high school.

Specialty services include the New Jersey suicide prevention helpline and peer help lines for police, veterans, active military, teachers, mothers of special needs children and child protective service workers. In FY2016, UBHC treated 16,199 consumers, had 24,502 admissions, and touched the lives of 19,441 individual callers through peer support. In addition, UBHC is the primary mental health training resource for the New Jersey departments of Human Services, Children and Families, and Corrections, delivering 16,000 trainings each year.
Posting Summary
Rutgers The State University is seeking a Program Director in the Outpatient Employee Assistance (EAP), Student Wellness Programs (SWP) of Rutgers University Behavioral Healthcare.

The primary purposes of the Program Director position is to provide administrative and clinical direction and oversight of programs, assuring program integrity, fiscal viability and compliance with contractual requirements; responsible for ongoing program development and identification of opportunities for business expansion.

Among the key duties of this position are the following:
  • Provides administrative and clinical direction for EAP/SWP programs.
  • Directs the administrative and clinical organization of the programs.
  • Responsible for the day-to-day operations of the programs, including the administration of its contracts and revenue sources.
  • Effectively and appropriately delegates responsibility and authority as observed by staff assignments.
  • Provides direct care to clients including assessment, brief-focused therapy and referral services.
  • Acts as liaison to specific contracts developing and maintaining collaborative relationships.
  • Ensures staff meets quality and quantity of work standards.

Qualifications

Minimum Education and Experience
  • Minimum of a Master's degree in a behavioral health discipline and a minimum of seven (7) years of postgraduate experience providing employee assistance and managed behavioral health services.
  • Two (2) years supervisory experience required.
  • An appropriate doctorate may be substituted for two (2) years of experience.
Certifications/Licenses
  • Certified Employee Assistance Professional (CEAP) is required.
  • Applicants possessing a degree in Social Work must have an active New Jersey certification/licensure as required by the State Board of Social Work.
  • Must possess a license to practice independently as a treatment provider in the State of New Jersey (LCSW, LPC, Psychology License, etc.).
Required Knowledge, Skills, and Abilities
  • Solid experience with both clinical and operational aspects of Employee Assistance service delivery and provider network experience required.
  • Outstanding human relations and leadership skills and the ability to function in a team environment are required.
  • Ability to analyze and effectively communicate data is required.
  • Demonstrated knowledge is necessary to accomplish superior performance in a unionized environment.
Preferred Qualifications
  • Experience with Executive Coaching is preferred.
  • Membership in New Jersey Employee Assistance Professional Association is preferred.

  • Travel required to off-site meetings, trainings, and de-briefings.
  • Position requires response to occasional crisis situations outside of regular business hours.
